DAVID WILKES, CRE, FRICS, is the founder, Chairman and CEO of SRSI-Talleyrand, and retains a partnership interest in the New York property tax law firm of Huff Wilkes, LLP. He is a recognized leader in Property Tax Management Services as well as U.S. property tax litigation, and formerly served as Global Advisor to Cushman & Wakefield’s Property Tax Services. He is the former Chairman of The Appraisal Foundation (the Congressionally-authorized source of U.S. appraisal standards), and a founding member and the Vice Chairman of the National Association of Property Tax Attorneys (NAPTA). David is a Fellow of the Royal Institution of Chartered Surveyors (RICS) where he sits on its Global Valuation Board. He is a Counselor of Real Estate (CRE); and the former Chairman of the American Bar Association’s Property Tax Committee. He is also the Director of Corporate Services at the International Property Tax Institute. David built his career as a legal reform expert in property rights and real estate finance working in the Middle East and Eastern Europe.


In addition to a law degree from Boston University, David holds a Master’s Degree in Real Estate Valuation from New York University, and served as Editor-in-Chief of NYU’s prestigious quarterly journal, “Real Estate Review”. He has served for over a decade as the Editor-in-Chief of the New York State Bar Association Journal magazine, and is the author of numerous articles and book chapters on property taxation, including a 2005 award-winning article that has set the standard for analyzing real estate value in REIT sales.


In his spare time, David flies an airplane and is an avid rock and ice climber and a photographer.
